Escalating Prospect Ownership costs

Set additional tiers of # of prospects owned at which the $0.2M escalates.  Depending on the severity of the cap impacts, we may need to look at scaling in the increase so as not to unfairly punish teams with locked in salaries.

One such proposal is;
0-50: Free
50-75: $0.25M
75-100: $0.5M
100+: $0.75M

Locked - we will implement the tiers of prospect fees as initially proposed ($0.25M / $0.50M / $0.75M)
