Create draft, allocate picks to bottom 5-15 teams only until balance is improved. EDIT: Intended universe of rule-5 eligible players would be all currently unowned players. We could also/alternatively do a true Rule 5 draft where teams protect a certain number of prospects and the remainder are draftable - I am not sure I'm in favor of this though .

I think you can do something like each team gets to protect a certain number of prospects and the rest of the prospects are available in a rule 5 draft. I think that coupled with escalating prospect fees will discourage prospect hoarding and tanking. You can place a maximum on the number of prospects a team can lose in this rule 5 draft as well. Lastly and most importantly, these rule 5 picks for league balance can not be tradable (the picks themselves, obviously the players once picked could be traded).

Should have specified better - this would be an acquisition draft for all unowned players rather than a true Rule 5 draft.
Open to the concept of a true Rule 5, but that wasn't the initial intention here.

I think we should have a similar rule 5 draft like the MLB. Whoever you draft, you have to keep on your MLB roster for the year and if you DFA or send to minors then they can go back to the team that originally owned them. Just an opinion

Just an opinion I think that makes the commish job more difficult so while I have no issue with it on its face, I favor simplicity.

If we're paying for players, especially extra for them with the escalating prospect costs above 50+, I don't think those players should also be able to be freely drafted from our teams whenever. Have it one way or the other.
Just my opinion, and I know I'm probably one of the targets of such rules, but it would be pretty boring to be unable to draft or claim or pick up any unowned prospects just because your team isn't in the bottom half of the league. I do a lot of prospect research on my own, which is part of the fun of fantasy baseball. Couldn't this just be an off-season draft in which everyone gets picks in 4-5 rounds? Worst teams pick first, best teams pick last.

We're leaning pretty hard right now towards a Rule 5 draft with the universe of prospects being all currently unowned guys, which I think helps resolve the fairness issue re: paying for those players.
Long-term, I want these Rule 5 picks to be spread across all teams, but I think for the next 1-2 years it'd be wise to use this process to explicitly add assets to some of the less competitive teams.
