Offseason Non-Tender Process

Currently, any ARB-eligible player must be waived with penalties like any other player. Should we institute a non-tender process so that these players can be waived (offseason only) penalty-free via a non-tender process?

Locked - we will have a Non-Tender window after Arbitration results are posted and before Free Agency starts. Any scale player will be allowed to be waived penalty free during that window only.
