Should we add a 40-man roster like exists in MLB?
Call-ups to the majors would then be restricted to players currently on the 40-man, and movement between minors/40-man/active rosters would be limited in some fashion.

14 man roster of guys not active on the 26 man roster
No players with MLB service in the MILB
