How should we handle unowned prospects (NOT the ones eligible for the FYPD in July)?

I am not opposed to adding a draft for unowned prospects. However, I think owners should still be able to claim unowned prospects during the season. I suggest a limit when claims are processed on a weekly basis, 3-5 at most? I wouldn't want to see an owner trying to claim 20+ at a time at weeks on end. I would also suggest claims can not be made past a deadline (TBD). Whether it be trade Deadline, the day before the mlbsim FYPD begins.
I think a draft devalues an owners ability to scout unowned prospects to a certain degree. It "rewards" owners with an equal opportunity to draft unowned prospects that do not scout over the duration of the season, but only prior to the draft.

I'm in another league where we have prospect points, and the bidding for prospects is done on proboards.

I'm in for points (which is basically what I was saying with a waiver priority style for claims but points is easier).

Points just lets the moochers continue to mooch. People do work to find the prospects and everyone else gets to reap the benefits.

Didn't we have points before last season?

Didn't we have points before last season? In our inaugural offseason, yes. But those were gone when the regular season hit.

True but we can't allow an owner to just grab every prospect they find freely because what's stopping an owner of just grabbing these guys in the off-chance they become good. There is no real way to eliminate the moochers, a points system at least allows owners to trade for more points (if they want to grab guys) and lazy owners to trade them away.

Waiver priority on fantrax eliminates mooches entirely. So there is a way to eliminate it.

Blind priority waivers and a draft where picks are not tradable eliminates moochers. They can't see who's up for grabs, so there would be no way they can snoop in at 11:59pm just to grab them. They would have to actively go searching for prospects. Even blindly putting in a claim without doing research is better than how it used to be, IMO.

In another league I'm in, we do a draft for unowned prospects where the picks are not tradeable. Definitely eliminates any mooching. You're allowed to be skipped if there's no one you want to draft.
