I believe that the Trade Deadline has to be pushed back a few weeks, with the playoffs starting 4 weeks after, lots of injuries can happen and it could leave rosters depleted. I think it should the trade deadline should be the night before the playoffs start, but maybe a few weeks back could work as well

Premier League Initiative Proposition #13
At the end of each year move the top six NL teams to the AL and the bottom 6 AL teams to the NL. Like English soccer or Swedish hockey etc. We'll have the Premier League and the Little Brothers' league. The playoffs consist of the three Premier League division winners and the next x ranked teams from Premier League. Brothers' League top two teams make playoffs as wildcards. And repeat.
This puts all the rebuilding/noncompeting teams away in their own little world and not inflating competing teams' stats. Let good teams play good teams to see who is really the best a la Gladiator style, and as the up-and-comers come up, they can graduate and play with the big boys.

All rule changes should be put to a league vote, no matter how small the rule is. Benefits everyone if everyone has a say.

Prospect rule overhaul:
So, the fact that there's somewhere in the neighborhood of 5,000 minor league players, I feel that we should have much more space in our minors, also seems pointless to tax for having X amount of players. A few numbers for a max number I've come up with is 175, 200, or 250. This helps anyone who is willing to do their research and find prospects, it literally doesn't hurt anyone who doesn't wanna use the space. Prospects are one of the biggest aspects of baseball, so I think we need to expand our minors a decent amount. This doesn't hurt anyone by adding it, only helps those who are willing to put in time to fill their minors. With the suggestion of anonymous waiver claims, combined with this suggestion, it would already be making at least one person happy, @rockies. He finds anywhere from 15-35 guys on any given week, but loses so many of them. People like him who are willing to research should be rewarded and not limited.

In my opinion, the current waivers system for prospects greatly reduces the value of draft picks. If I can pick up prospects from waivers at any time, what is the real value of draft picks outside of the top amateur and international talent selected in the draft? I can literally add prospects of the same caliber as the rest of the draft picks at any given week.
I too want to reward those who do their prospects research. In my opinion, the system that best rewards those that do their research is a scheduled prospects draft. Under the current system, if I ignore prospects added on waivers for even one week, I can miss out on significant additions to my team even if I have already done the research and identified those prospects. If I start a thread for every available prospect I identify, others can simply not do their own research and just place claims on the players I claim. A scheduled prospects draft like our Amateur/International draft allows rebuilding teams to stock up on picks and fortify their farm system in an equitable manner. Many leagues don’t allow unowned prospects to be added mid season. I play in leagues of both types.
The current in season waivers system for prospects could be modified in such a way that we continue to allow teams to add unowned prospects in season. Waivers is already like a draft in that it follows a priority order. I would be in favor of scheduled drafts, perhaps once a month. Rather than claiming a player publicly, you either draft or pass when it is your turn. At least this way, others can’t just claim the players you target without doing their own research and the draft is scheduled so as long as you are an active team, you will not miss your opportunity to make a selection.
I would keep a max on the total number of prospects a team can own. If there is no max, I should simply just add anybody because my odds of finding something by accident are quite high. That too does not really reward those who do their research. A cap on prospects you can own makes all teams do their research, bypass prospects they don’t believe in, and own only those prospects they feel strongly enough to own fitting under the cap.

A couple points I'd like to chime in on:
- I like Phil's idea. I think that this is going to get out of control if everyone fills up their minor leagues for pretty much no cost with free waivers. I don't think every minor leaguer should be owned just because we can... really removes the intrigue of following and researching guys. A couple possible solutions I think would be terrific: reating a limit of 75 prospects per team OR just make each prospect cost like $300k or $500k or something so teams can't load them up and still hit the minimum roster limit........ Have a winter draft and a summer draft (5 rounds or less each) where teams can draft unowned prospects that aren't from the draft class or international class instead of open waives (this puts value into teams that do the research and lazy GM's can't just poach whoever they see someone with a good farm put up for a claim)
Obviously, this affects me as I have a lot of prospects, which would cost a lot more if they weren't "free players"... it's better than all 30 teams have 50 free prospects = 1,500 prospects. That's an insane amount for a league.
- I would be against moving the trade deadline back. If we move to right before the playoffs start, it'll remove the competition for teams to make the playoffs down the stretch. Instead, you'll see everyone sell off to the top 10 teams and the season finish will almost never be exciting. I like how the MLB does it better.

Playoff Roster Suggestions
Instead of setting a playoff roster weekly, simply add 3-5-whatever bench slots to the postseason roster and once filled, roster is locked for the entire playoffs unless someone hits DL. It should be a decent number of extra slots due to Sept callups causing inconsistencies in playing time and practically the need for daily lineup adjustments, and DTD guys can just hit the bench for a few days.
Waivers can run as normal (weekly) but no pickups can be added to postseason roster without a DL-worthy injury
Whether a playoff team can waive a player from the playoff roster and call up someone else is up to debate / vote
EDIT: Playoff rosters will be bumped to 30 men.

Change the way waived players are paid for. We should be able to pay them off however we want, not year by year. MLB teams can pay however they want as long as they pay the necessary amount. It makes no sense to only be able to pay year by year.
